DEVELOPMENT OF EU CIVIL PROTECTION ON THE BASIS OF LEGISLATIVE CHANGES

Abstract

It was not only the Covid-19 pandemic, but also other different hazards that impacted the development of EU civil protection and national civil protection systems in the past. Every major natural and other disaster affects the manner and content of civil protection development. Such threats have led to the realization that greater flexibility, adaptability and ingenuity will be required in the management of natural and other disasters in the future. The future is unpredictable; however, responses to disasters such as Covid-19, wildfires, floods in central Europe, drought and heat waves have prompted the EU, the Member States and participating states in the Union Civil Protection Mechanism to start preparing for more extreme natural phenomena. During the past two years, European countries committed to the strengthening of resilience to natural and other disasters, and the development of greater preparedness for cross-border hazards and disasters which affect multiple countries, such as the Covid-19 pandemic.
