THE UPGRADING OF PREPAREDNESS AND RESPONSE TO CLIMATE-RELATED DISASTERS WITH EUROPEAN FUNDS
Abstract
In line with the predictions of experts concerning the unexpected increase in the number, scale and intensity of climate-related disasters in Slovenia, the preparedness and response of the protection against natural and other disasters system must be adapted correspondingly. Both depend on the organization and number of protection, rescue and relief (PRR) forces and the level of their training and equipment, the development level of their approaches, the infrastructure and other conditions, all of which are dependent on the resources available. Cohesion and other European funds present an opportunity for the strengthening of systemic and operational conditions for the operation of PRR forces during climate-related disasters. By the end of 2027, the PRR measures will be carried out within the framework of the Operational Programme for the Implementation of the EU Cohesion Policy 2014-2020, the Recovery and Resilience Plan, and the Multiannual Financial Framework 2021-2027. In this way, the renovation of the existing system of response to climate-related disasters, supplemented by individual investments, can be carried out. The investments are expected to provide for specialized equipment for response to climate-related disasters, the construction of the National Civil Protection Centre and three sub-centres for floods, large wildfires, natural disasters and ice storms, and the formation and implementation of new training programmes. The planned upgrade will improve the normative and legal conditions, and the systemic arrangement, organization, equipment, qualification and infrastructure conditions of the operation of the PRR forces.
