UNMANNED AERIAL VEHICLES: FROM SECURITY-RELATED TASKS TO COMMERCIAL USE OR HOW TO REGULATE THEIR USE?

Abstract

Unmanned aerial vehicles (UAV) were primarily developed for military purposes and for the implementation of primarily national security tasks. However, due to recent technological development, they have become more accessible for civil use. The development has focused on several types, both on designs and management systems, and therefore UAV have very specific features, tailored to the tasks. Their use, in particular in the field of recording (spatial) data is thus becoming increasingly widespread and the regulation of use, in spite of the global technological trends, remains in the domain of national states, among which, also within the EU, there are major differences. Therefore, the systemic regulation of the use is necessary (standardizing the rules and procedures) to capture the right balance between usability, practicality and security, and to prevent the security instrument from becoming a source of threat.
