INFORMATION AND COMMUNICATION SOLUTIONS OF THE EUROPEAN RESEARCH PROJECT IN SUPPORT OF SLOVENIAN MOUNTAIN RESCUE OPERATIONS
Abstract
From 2006 to 2009, the Administration for the Civil Protection and Disaster Relief of the Republic of Slovenia participated as a member of the consortium in the U-2010 European research and development project (www.U2010.eu) under the 6th European Frame Programme. A portable satellite communication system which enables a wireless network on the ground to cover a wide area of an accident represents a developed solution for the needs of mountain rescuers. A self-adjustable combination of UMTS and GSM (GPRS) signals assures the coverage of an accident area. The emergency response team leader can, in real time, follow the movement of all field rescuers on a portable computer presented in a three-dimensional geographic information system. Rescuers, equipped with mobile phones with appropriate software, can transfer photos of injured persons to the server and obtain medical help from the valley.
