THE ROLE OF THE EU PRESIDING STATE DURING MAJOR DISASTERS IN THIRD COUNTRIES
Abstract
The Community Mechanism for Civil Protection (CP mechanism) ensures the cooperation of the Community and its Member States during major disasters or imminent threat of disasters. The task of the CP mechanism during a major disaster within or outside the EU is to support a quick response of the Member States and co-ordinate the European assistance during a disaster. The objective of the CP mechanism is to provide the most efficient assistance to the country that requested it. When the CP mechanism is activated, the presiding country of the Council of the EU plays an important role as well. The tasks derive from legal bases of the mechanism and include political or strategic coordination of the European response.
