1998 EARTHQUAKE IN POSOČJE
Abstract
The earthquake that occurred in the Posočje region in 1998 is an example of a complex crisis which affects different stakeholders within and outside the crisis management system. The article begins with a synthetic definition of a crisis and of the earthquake as an example of a complex crisis. During the course of post-earthquake rehabilitation, many problems and characteristics of modern crisis management emerged. The author focuses on the following characteristics of crisis management in the case of the Posočje earthquake: crisis planning and preparedness, jurisdictions and competences of various decision[1]making units on different levels of decision making, crisis and problem framing and its influence on the course of crisis management and the decision-making process, information processing and mediasation of modern society and crisis management.
