Abstract

Refugees and mass migrations in general are more and more frequently being addressed by the international community as a serious security issue. The author begins his contribution by focusing on the factors influencing the government refugee policy. A primary concern is the security dimension of the refugee phenomenon, since the security concepts of modern states place considerable emphasis on nonmilitary sources of threats, which, among others, include unsupervised and mass migrations of the population, most often as the consequence of armed conflicts. The author present various theoretical views on the security implications of the refugee phenomenon, in particular the stability of states, international security and the emerging world order.
