AN EXPERIMENT TO SET UP AND RUN A TEMPORARY SETTLEMENT IN THE EVENT OF NATURAL DISASTERS, CARRIED OUT BY SCOUTS AT A JAMBOREE
Abstract
Zlet is an all-Slovenian jamboree, a gathering of scouts organized every four years by the Scout Association of Slovenia. It was not held in 2021 due to the conditions and measures taken relating to the pandemic at the time, but it was held between July 29 and August 7, 2022 at Cerkno ski resort. The gathering attracted a large number of participants between the ages of 14 and 18, who first socialized on a four-day bivouac, and then continued their jamboree at Cerkno ski resort. In 2022, with the support of the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief, the jamboree was also intended to test the setting up and running of a temporary settlement in the event of natural disasters. It was based on the assumption that the areas of northern Primorska, southern Gorenjska and Notranjska could be affected by intense rainfall, which would cause a wave of migration to the mountainous areas. This article describes how the scouts established a temporary settlement for more than 1,000 people at Cerkno ski resort.
