ONLY SAFE DAMS SERVE THEIR PURPOSE AND ENVIRONMENT

Abstract
In 2008, the European Council (EC) issued Directive 2008/114/EC3 requiring Member States to identify and designate European Critical Infrastructure (ECI) and assess the need for its protection, and also to designate the organizations or people responsible for safety. The Directive also defines dams as critical infrastructure. However, although dams are identified as facilities whose safety requires special attention, the adoption of some key strategic documents such as the Water Management Plan (NUV) and the Spatial Development Strategy of Slovenia (SPRS) has completely subordinated the management of these facilities to other objectives. Even though not enough attention is paid to dams, only safe and functional dam facilities meet the criteria of critical infrastructure, and it is therefore essential to put in place quality monitoring and safety assurance. In this article we will highlight how the safety of dams is managed in Slovenia and other European countries.
