“TUNNELS 2000” EXERCISE
Abstract
In October 2000, a joint civil protection exercise based on an accident in a tunnel was conducted in the Ljubelj tunnel. This exercise was organized by the Slovene Administration for Civil Protection and Disaster Relief, the Defence Administration of Kranj, the Ministry of the Interior, the Police Directorate of Kranj, the Ministry of Health, voluntary and professional fire-brigades, and other rescue services. The objective of this exercise was to test and improve the organization, equipment and preparedness of disaster relief forces and organisations in performing rescue activities in the event of a major accident in a highway tunnel. The exercise indicated a satisfactory level of preparedness, but exposed certain flaws in organization and recources that should be eliminated.
